Russia Expected to be Added to EU Non-Cooperative List — Orbitax Tax News & Alerts

The EU Code of Conduct Group (Business Taxation) met on 24 January 2023 to discuss, among other things, Russia's progress in addressing concerns that landed it on annex II (grey list) of the EU Council Conclusions on non-cooperative jurisdictions in February 2022. Annex II contains jurisdictions that have committed to taking certain actions to address EU concerns and avoid being listed as non-cooperative (annex I). The Code of Conduct Group has reportedly found that Russia has not adequately addressed EU concerns and is expected to recommend Russia's listing as non-cooperative during the Economic and Financial Affairs Council (ECOFIN) meeting scheduled for 14 February 2023.

Currently, 12 jurisdictions are listed as non-cooperative, including American Samoa, Anguilla, Bahamas, Fiji, Guam, Palau, Panama, Samoa, Trinidad and Tobago, Turks and Caicos Islands, US Virgin Islands, and Vanuatu.
