8.1.2. Other Taxes

The following table provides an overview of other taxes that may be imposed on a company doing business in the country.

Capital Duty 0.60% A 1% capital duty is payable on share capital increases. An additional 0.1% surcharge applies on capital contributions (whether on formation or increase) to Greek Société Anonyme (SA) companies payable to the Competition Committee. Capital contribution on the formation of the company and capital invested exclusively in research and development activities is exempt from capital duty.
Payroll Tax NIL There is no payroll tax separately due by companies on their total payroll expenditure. Employers are required to withhold income tax and social security premiums on behalf of their employees.
Social Security Employer Contribution 22.29% (22.54% until 31 May 2022) Employer contributions are equal to 22.29% (22.54% until 31 May 2022) of the gross salary, increased for certain types of hazardous work. The reduced rate includes a pension contribution of 13.33%, additional social contribution of 1.41% (3.20% until 31 December 2020), supplementary pension contributions of 3% (3.25% until 31 May 2022), and health care contribution of 4.55%. The salary basis is fixed at EUR 7,126.94 (EUR 6,500 until 31 December 2022). Further, in order to provide relief to employers affected by wildfires (irrespective of whether their premises suffered material damages or not), the Greek tax authorities have suspended the collection of the Social Insurance Contribution (including late contribution payments during the period of extension) for a period of 6 months beginning from 1 August 2023, with no additional fees, interest, or other surcharges. Applications must be filed by 31 January 2024 and the contributions must be paid in 12 or 24 equal monthly instalments commencing from 1 February 2024. During the contribution suspension period and the instalment period, collection actions, criminal actions, etc. will not be taken. However, the benefits will be lost, in the event of non-payment of two instalments. Late contributions until 1 August 2023 are consolidated together with any additional fees, interest, and other surcharges.
Social Security Employee Contribution 13.87% (14.12% until 31 May 2022) Employee contributions are equal to 13.87% (14.12% until 31 May 2022) of the gross salary, increased for certain types of hazardous work. The contributions are withheld and remitted by the employer. The reduced rate includes a pension contribution of 6.67%, additional social contribution of 1.65% (2.86% until 31 December 2020), supplementary pension contributions of 3% (3.25% until 31 May 2022), and health care contribution of 2.55%. The salary basis is fixed at EUR 7,126.94 (EUR 6,500 until 31 December 2022).
Property Tax Varies Effective 1 January 2014, Greece introduced the Uniform Tax on the Ownership of Real Estate Property (ENFIA), replacing the state real estate tax. Real estate property in Greece is subject to a principal tax and supplementary tax. The principal tax for buildings ranges from EUR 2 to EUR 16.20 per square meter, based on location, use, etc. The principal tax on land ranges from EUR 0.003 to EUR 9.25 per square meter, based on location, use, etc. The supplementary tax is imposed on the total value of the rights to property at a rate of 0.55%. Self-used property for business purposes is taxed at a reduced rate of 0.1%. Effective 7 June 2017, the ENFIA liability is removed with regard to immovable property under bankruptcy proceedings, although property declaration is still required, and for 2017 and 2018, supplementary ENFIA is not taken into account for non-urban property. Further, in order to provide relief to taxpayers affected by wildfires, buildings located in wildfire affected areas that have been deemed dangerous or temporarily unsuitable for use are exempt from ENFIA for a period of 3 years.
Transfer Tax 3.09% Real estate transfer tax is imposed on transfers of real estate not subject to VAT. The rate is 3.09% (including municipality surcharge) on the taxable value of the transferred property.
Transaction Tax 0.20% A transaction tax at the rate of 0.2% is due on the disposal of shares listed on the stock exchange. Exemptions are available to market-makers subject to conditions.
Stamp Duty 1.2% to 3.6% Stamp duty applies for property rentals, loans, and certain other transactions.
Excise Taxes Varies Excise duties are imposed on alcoholic beverages, tobacco products, electricity, and energy products, including petrol, natural gas, etc.
Customs Duty Varies Customs duties are imposed on certain goods imported from outside the European Union.
Accommodation Tax EUR 0.5 to EUR 4 per day Effective 1 January 2018, an accommodation tax is applicable on the daily use of rooms for tourist accommodation available in hotels and other furnished rooms/apartments available for overnight stays, including through sharing platforms such as Airbnb. The accommodation tax is charged at rates ranging from EUR 0.5 to EUR 4 per day depending on the rating of the hotel, etc.
