Oman has published Ministerial Decision No. 59/2021 and Ministerial Decision No. 65/2021, which establish the medicines, medical equipment, and foodstuffs that are zero-rated for VAT purposes. Both decisions are effective from 16 April 2021, which is the effective date of Oman's new VAT regime.
Ministerial Decision No. 59/2021 provides that VAT zero-rating applies for supplies of medicines, herbal medicines, biological preparations, health (hygienic) preparations, food for medical use, and medical equipment approved by the Ministry of Health.
Ministerial Decision No. 65/2021 provides that VAT zero-rating applies for supplies of foodstuffs listed in an annex to the decision containing 488 products by customs code. This includes various vegetables, legumes, fruits, herbs and spices, cooking oils, seafood, eggs, different poultry and meats (including live animals), various dairy products, different grains and their flours (wheat, corn, rice, and others), pasta, tea, fruit juices, salt, and sugar.
