The Finnish Government has issued a release on the draft budget for 2021. One of the main tax measures is that businesses will be encouraged to make intangible investments through the introduction of a fixed-term additional tax deduction for R&D related research cooperation in the period 2021–2024. With this measure, businesses would be granted an additional tax deduction of 50% for expenditure on research and innovation projects carried out in cooperation with higher education institutions and research institutes. Other measures include the reduction of the electricity tax paid by industry to the EU minimum level, increases in excise duties on tobacco and alcohol, reforms to employment-related benefits in support of electric vehicles and employer subsidized commuter tickets and bicycle benefits, and various others.
