Romania has published Emergency Ordinance no. 130 of 17 December 2021, which contains various measures in relation to the budget for 2022 and other matters. One of the main measures for taxpayers is an extension of the deadline to 30 June 2022 to apply for amnesty relief from interest, penalties, and any additional charges on outstanding tax obligations up to 31 March 2020. First introduced in 2020 as part of measures for COVID-19, the amnesty is available for all taxpayers with outstanding tax obligations as on 31 March 2020, including legal entities, individuals, individuals carrying out economic activities, entities without legal personality, etc.
The ordinance also provides for a reduction in the VAT rate to 5% on supplies of heating (thermal) energy during the cold season, which is defined as the period between 1 November and 31 March. The reduced rate applies for heating energy supplies to public and private hospitals, public and private schools, non-governmental organizations, religious entities, and accredited public and private social service providers. This measure enters into force on 1 January 2022.
