Norway's New VAT Rules on Supplies of Low-Value Imported Goods Coming into Force

Norway's new VAT rules on the import of low-value goods will enter into force on 1 April 2020. This includes the removal of the NOK 350 tax-free limit for imported low-value goods and the introduction of a new simplified VAT on E-Commerce (VOEC) system for goods valued up to NOK 3,000 supplied by non-resident B2C suppliers. The VOEC system is an extension of the VOES system for B2C e-services.

With the VOEC system, non-resident suppliers that sell low-value goods – goods with value below NOK 3,000 – to consumers in Norway are required to register for and charge VAT at the point of sale at the standard rate for goods, which is 25%. Where goods are sold through an online marketplace, the marketplace is responsible for registration and charging VAT. Suppliers that are already registered for the VOES system can use their current registration to report and pay VAT on low-value goods.
