Estonia Opposed to Mandatory Implementation of Minimum Tax in the EU

The Finance Ministers of Estonia and France met on 15 February 2022 to discuss the implementation of a minimum tax as part of the OECD's two-pillar solution according to a release from Estonia's Ministry of Finance. Estonia joined the OECD agreement for the two-pillar solution in October 2021, and it was later announced that Estonia's adoption of the proposed global minimum tax depends on whether Estonia can maintain its current corporate tax system for taxpayers other than large multinationals with revenue exceeding EUR 750 million. As provided in the draft directive for the minimum tax proposed by the European Commission in December 2021, Estonia's condition for a EUR 750 million threshold would be met. However, the latest release notes that if, under the OECD agreement, it is up to each country to decide whether or not to apply the minimum tax domestically, the draft EU directive for the minimum tax would deprive Member States of this option. According to the release, this would not be acceptable for Estonia.

In addition to discussions of the minimum tax, the Finance Ministers also discussed the introduction of a digital services tax. Although a proposal for such a tax in the EU has essentially been abandoned, Estonia is looking to move forward on the proposal.
